Prescription for the United Nations

Not that I've been asked or that I'd ever be asked, but here are a five ideas for UN reform.

1. Each of America's fifty states gets a seat in the General Assembly. The Representative from Rhode Island will have the same standing as the representatives from Kiribati, Lesotho, and Seychelles; that is with the exception of voting...

2. In order to be a voting member of the UN General Assembly, the state represented must be rated as "Free" by Freedom House... "Partly Free" would be eligible for committee membership but no votes. All other states would be welcome as non-voting attendees.

3. The Security Council, for the time being, can maintain Russia and China as members even though they are "Not Free." However, rotating seats can only be filled by "Free" States. Also, only "Free" States can exercise Veto Power. To encourage the two behemoths to reform I'd let them vote on the Security Council but strip their Veto Power.

4. UN Headquarters should be moved to an African "Partly Free" State... Burundi, Kenya, Ethiopia, or maybe Djibouti... it sounds so exotic.

5. UNRWA should dissolve. It should cease to exist. Since the Arab States refuse to accept any of the Middle East's refugees from the 1948 War they started, all funding for palestinian relief should come from those Arabs who caused the problem and refuse them refuge. Jewish refugees should be compensated, but ONLY those who lost homes and property... NOT their offspring.

There... five steps to begin reform... I'd be happy with any one of them alone.
